Period of El-Me'mun     

    
         Together with the power of Abbasi State, the Iranian groups had dominated the high-rank offices of the state. The influence of Ebu Muslim that played the leading role in the success of the revolution and the Bermeki family that hold the post of vizier for a long time in the following years overshadowed even the caliph. The struggle between el-Emin and el-Me'mun was someway a struggle of interregnum between Iranian-Arabian groups. El-Me'mun who was enthrones as the caliph thanks to the support of the Iranian groups perceived that the policy he had followed under the influence of his vizier, Fazl.
 
         B. Sehl was faulty in a short period. Therefore, he had to oppose against this group. Under these circumstances, he needed a new force that he could rely on. The Caliph el-Me'mun did not delay in finding this force. Turks with whom he had been closely acquainted in the period of his governorship in Khorasan would fill in the position for the lack of proper forces in Islam State through their military capabilities and their experiences in state administration. El- Me'mun started to bring paid Turkish soldiers from the Turkish countries in an organised manner in the last years of his caliphate. Turkish troops with the number of nearly 18.000 people were established in Baghdad in a short term of period. As it an be obviously seen in the military expeditions that were carried out by el-Me'mun towards the Byzantine, these people constituted the core of the caliphate army. The board of the commanders pertaining to this army was composed of Turks such as el-Afşin, Aşnas el-Türkî, Boğa el-Kebîr, Hâkan Urtuc, etc.
