In the caliphate period of Omer b.
Abdulaziz that did not last for long (717-720), there had been a movement towards the
diffusion of the Islam in the region of the Transoxania. In his firm orders that he sent
to his governors, Omar insistently demanded that any tax would not be collected from the
people who were Muslims. Despite these firm orders, the governors used to continue their
old habits. As a consequence, a committee came to Damascus to see the caliph and to
complain about these governors. Pursuant to the death of Omar b. Abdulaziz, the policy
that he had followed was abandoned. Afterwards, the Muslim Turks started to pay poll tax
as they used to do in the past.
