A LIFE DEDICATED TO HIS PEOPLE He was born in Nahcivan on 10 May 1923
as the son of a labor family. He graduated from History department of Azerbaijan State
University. He took part in important positions in Nahcivan Autonomous Republic. After
1944, he worked with State Security Committee (KGB). He became the chairman of the
committee between 1967-1969. He is the first Azeri who took this duty in State Security
Committee and whose rank was elevated to General.
He was elected as
first secretary of Central Committee of Azerbaijan Communist Party in June 1969. He
remained in this duty until 1982. These fourteen years are the unforgettable years of
economical and cultural development of the country.
He was
commissioned as the first deputy Prime Minister of Soviet Union in 1982. He conducted this
duty until 1987. He became a member of Communist Party Central Committee at the same time.
He elapsed the last five years of his Soviet Union Parliament membership as deputy
parliament chairman.
He condemned Soviet
Intervention of Azerbaijan rebellion in 1990 and demanded punishment of the criminals. He
resigned from the Communist party afterwards. The reason for this was rejection of his
proposal for punishment of the people responsible for the slaughter in January 1990.
Then he became
Azerbaijan deputy. He chaired Nahcivan Autonomous Republic Parliament between 1991-1993,
continuing his office as deputy at the same time. He was invited officially to Baku to
turn the country into normal on the threshold of civil war in June 1993. He was elected as
the chairman of Azerbaijan Supreme Council on 15 June 1993, and as the president just
after that with the decision of National Parliament. He prevented civil war with his wise
decisions in this period and ensured unity in Azerbaijan.
