Russian
Federation invaded Chechen second time today without regarding international law and their
barbarous massacre on civil Chechen people threatens the efforts for establishing
permanent peace conditions. It is observed a clear trial for genocide for the second time
in history in Chechen country. Apart from legal basics, Russian Federation had no
advantages in ivading Chechen. Today, Russian Federation controls the largest land on the
world. Chechen contry is only 1/1000 big of Russian Federation. Chechen and North
Caucasian economical potential is so weak when compared to Russian rich economical
sources. Russian Federation people had no gain in
Chechen invasion, which is in fact an important economical extravagance for whole Russia.
It will be useful for all Russian Federation people to stop invasion. It is clear that
Russian “traditionally imperial policy” lead the Federation to such an invasion.
Unfortunately, Western countries, namely USA and others, and also Turkey, did not show
required reaction for this unjust invasion and clear human right violations in Chechenia.
Thus, they supported the imperialist tradition of Russian Federation. As long as countries
continue their imperial traditions, and this tradition is supported and international
legal basics are disobeyed, it is not possible to establish a permanen peace and security
in Europe and all over the world as well. Russian Federation has been cheating world
public by a counter propaganda that covers the real fact.
Imperialist state tradition inherited by Russian
Federation has also the most progressed propaganda techniques. Throughout the history,
these techniques have been used for deceiving public and gaining legality for imperialist
aims. At their invasion trial unsucceeded in 1994, Russian Federation made an agreement
with the Chechen government in 1996 and immediately started the preparations for the new
invasion. This different military campaign was planned during this preparation. The more
important preparation of Russia was to publish incorrect and false news about
Chechen people in order to make world public opinion feel antipathy about them, so that
they would not receive support. Russian Intelligence Service (old KGB) organized some wild
events and then they claimed that Chechens made all these.
Especially, they want to use the reaction in western
world against radical Islam movements and declared that Chechen independence campaign was
a fundamentalist and radical terrorist movement also. Russian Intelligence Service bombed
some civilian buildings in Moscov and other cities and killed hundreds of innocent people.
Then, they announced to world that Chechen terrorists made these events. At last, they
surrounded some Chechen villages in Daghestan and they organized military attacks on these
villages. Some small Chechen groups ran for help of their people in the region without the
permission of Chechen Government, but, similar plan was on the agenda again; Russiands
announced that Chechen groups attacked on Daghestan. All these news which were spread out
by Russians, are all incorrect news and slanders over Chechens, which are spread for
deceiving world public. REALITIES OF THE LAST 8 YEARS. Chechen country did not accept the
constructional procedure of Russian Federation and announced its independence in
compliance with international law basics and present practices for the last 10 years.
Declaring its independence, Chechenia did not attacked
on Russian Federation. Russian Federation army first attacked and invaded Chechenia in
1994 and killed about 100,000 people during this attack. Being defeated after an
invasion of two years, Russian army withdrew from Chechenia. Later in 1996, there has been
an agreement signed with Chechen government. After a three year preparation, Russian army
has started a second invasion in Chechen with bloodiest methods. Those people who are
defending Chechen country against aggressive Russian Army, are not terrorists but fighters
for freedom and independence. Chechens did not attack on Moscov or any other Russian city.
There is no radical Islam government or even a movement in Chechen country. There is no
Vahhabi tariqa. Those who know the social structure, traditions and social culture of
Chechen people, are aware of the fact that there will not be a radical Islam terrorism in
Chechen country. Meanwhile, Chechen President Mr Mashadov required help from Christian
world leader Papa for positioning neutral and international peace forces in Chechen
country.
Chechen coutry require help of all people and
countries who believe in human rights and freedom, democracy, peace and justice as a
member of contemporary modern civilization. This country needs urgent help and aid against
this unjust attack and truculent massacre and genocide. Russian propaganda does not
reflect the truth. The world should spend effort in order to know the realities, be
neutral, listen to the Chechens and stop unjust Russian invasion and massacre.
ABKHASIA and SOUTH OSSETIO PROBLEMS
Abkhas people is one of the North Caucasian tribes in historical, cultural and
traditional respects. They have no relation with Georgians in these characteristics.
Abkhasia has always been the land of Abkhas people throughout the history, Most of Abkhas
people were exiled to the Ottoman Empire in the period following 1864. Instead of them,
Russians and other people were settled. Though Abkhasia was in North Caucasia Federation
established in 1918, it became a “confederative state” with equal position in Georgia
when Soviet Union was established. During Stalin period, it was made an “autonomous
republic – federative state” within Georgia. This change was followed by Georgian
migration and settlement in Abkhasia. Thus, Abkhas people lost the majory in their
country. When Soviet Union went into collapse process, Georgian government started severe
suppression over Abkhas people.
In the period following Georgia’s independence,
Georgia’s federal state structure was tried to be changed into a republic and for this
reason there has been prepared a change in the constitution. Abkhasia Parliament rejected
this change, and declaring their independence, the Parliament proposed discussions to
Georgian government who replied this proposal with a military invasion. Most of Abkhasia
was invaded by Georgian army. in August 1992. Abhasia's legal administrators had to leave
the capital city and move the administration center to another city. Abkhas people started
a resistance and independent campaign against invader Georgian Army. The war lasted more
than a year, and ended with the defeat of Georgion army. There had been a de facto
independent state in Abkhasia for 6 years and all state functions were being fulfilled by
indepentent state institutions selected democratic methods. Upon Georgia’s request,
Russian Federation has been applied a strong sanctions on Abkhasia since 1996, and cut all
the economical, social and cultural relations of this country with the outer world. Today,
Abkhas people are under the threat of poverty because of these sanctions and blockade. All
medical and educational possibilities have been limited and any kind of economical
relations have been prevented.
This is a clear human right violation case.
First of all, these sanctions and blockade should be stopped. Abkhas people considers
Georgian people as their traditionally friends and want to set peace between two peoples.
But peace should be set in compliance with the international law basics. Peace plan should
give permission to the grandsons of exiled Abkhas people in 19th century to turn back and
settle in their ancestor’s lands. There is a single Osset people in North Caucasia. In
the period of Sovied Union, this people were separated into two parts; North Ossetia is in
Russia Federation and South Ossetia in Georgi as an autonomous region. After being
independent, Georgia annulled all the reserved rights autonomous status in South Ossetia.
There have been conflicts in South Ossetia because of this illegal action of Georgia.
South Ossetia is waiting for the international society and organization to interfere this
unjust applications.
